Accomplishments

CJ CIMIC has participated in Joint Civil Commissions (JCCs) set up by the Office of the High Representative at the regional level to facilitate civil actions throughout BiH. It has also set up CIMIC Centers at the cantonal (local) level to implement civil reconstruction and improvement plans and provide support. These centers are operating in each of the Multi National Divisions (MNDs) where there is a demonstrated need and available resources.

CIMIC support to the coordination and implementation of civilian tasks began immediately after its arrival.

This included:

  • Coordination with local organizations and utilities for assessments of public infrastructure projects such as electrical power, water and waste water treatment, natural gas distribution, urban transit and telecommunications.
  • Providing CIMIC teams to OSCE and the Provisional Election Commission to help organize voter registration and facilitate the upcoming elections.
  • Support to UNHCR to help develop plans and necessary coordination for the repatriation of refugees and displaced persons.
  • Providing liaison, guidance and support in the areas of logistics, operations and training to the International Police Task Force (IPTF).

Activities in these areas have resulted in notable progress. Significant accomplishments include:

Electrical Power & Coal

CJ CIMIC works on a daily basis to facilitate cooperation between IFOR and the Elektroprivreda. CJCIMIC coordinates with IFOR for increased security presence when cargo of a strategic nature such as electrical transformers and hydroelectric turbines and turbine shafts is being transported through contested territory.

Natural Gas

CJ CIMIC facilitated installation of a temporary power line and a pre-heating boiler allowing for the restoration of safer distribution pressure and gas odorization to over 50 % of Sarajevo.

Water

CJCIMIC has been performing periodic joint environmental inspections of the recharge aquifer at the Bacevo well field outside Sarajevo. This source provides 80% of the potable water for the Sarajevo area. Assistance has also been provided to facilitate the cold chain shipment of laboratory materials for water analysis.

Transportation

CJ CIMIC personnel have been facilitating the repair or reconstruction of roads and bridges by coordinating between World Bank, IMG, IFOR/ARRC Engineers and local agencies. Specifically CJCIMIC has helped facilitate the repair of the Sarajevo Airport access road and the road which leads to the Butila Gas facility. The actual construction was conducted by IFOR engineers. CJCIMIC has also performed numerous bridge, overpass and road surveys.

Telecommunications

In collaboration with the staff of CJ6 NAVSOUTH, CJCIMIC proposed an alternative short term Global System Mobile (GSM) solution that could have provided limited cellular telephone communications for the period before and during the elections. The Telecommunication Infrastructure cell has monitored the development of telecommunications legislation, regulations and plans for privatization that are being led by the European Bank for Reconstruction and Development (EBRD).

Refugees & Displaced Persons

This CJ CIMIC subcommittee worked closely with UNHCR and was involved with a number of refugee-related committees dealing with repatriation and resettlement issues. It also provided guidance to the JCC for Social Security and Personal Documentation and the OHR's Commission for Real Property of Displaced Persons and Refugees.

International Police Task Force (IPTF)

With IPTF's strength now up to over 1600 personnel IPTF has been able to make major developmental strides. The CJCIMIC Police Working Group were instrumental in generating the plan and subsequent employment of the IPTF with Federation police throughout the country. CIMIC also developed the plans for the reorganization of Federation and RS police forces. Implementation of these methods will restructure the forces and revise operating procedure under internationally accepted democratic policing standards.

Legal / Rights

This CJCIMIC subcommitee is working closely with the Commission on Human Rights and the Commission for Real Property Claims of Displaced Persons and Refugees, as well as the Human Rights Task Force Property Subcommittee, which is operating as a watch-dog commitee for the Dayton commission.

Health

A working group has been formed to assess the public health issues and determine areas that recommendations can be made to improve the public health infrastructure. The working group will liaison with teams in each division to ensure comprehensive assessment of public health assets throughout the country.

Nongovernment Organization Liaisons

The NGO Liaisons have worked diligently with many organizations providing humanitarian
assistance.

OSCE

CJ CIMIC has provided personnel and staff resources to OSCE to assist in the election process. CIMIC personnel in conjunction with printing assets in AFSOUTH have developed the voter registration roles which will be used for the coming elections. These roles were created using the 1991 census information consisting of over 3.2 million names.

World Bank

CJ CIMIC financial functional specialists provided valuable assistance to the World Bank sponsored "Emergency Recovery Program." This program funds working capitol and capitol improvement loans up to DM 300,000 to war impacted businesses.
