Adopted by the Security Council at its 6463rd meeting, on 22 December 2010

The Security Council,

Recalling Security Council resolution 827 (1993) of 25 May 1993, which established the International Tribunal for the former Yugoslavia (“ICTY”), and resolution 955 (1994) of 8 November 1994, which established the International Criminal Tribunal for Rwanda (“ICTR”), and all subsequent relevant resolutions,

UN establishes International Residual Mechanism for Criminal Tribunals

By a vote of 14 to none, with Russia abstaining, the UN Security Council adopted resolution 1996, establishing the International Residual Mechanism for Criminal Tribunals (IRMCT). The new body will finish remaing tasks after the mandates of the International Criminal Tribunal for the former Yugoslavia (ICTY) and the International Criminal Tribunal for Rwanda (ICTR) complete their mandates.

The branch for Yugoslavia will commence in 2013 and will finalize the work of the ICTY after its operations will end in December 2014.

Former ICTY prosecutor welcomes organ trafficking investigation

The draft report on alleged organ trafficking presented by Council of Europe Rapporteur Dick Marty implicated Kosovo PM Hashim Thaci. The report has been welcomed by former ICTY chief prosecutor Carla Del Ponte. She raised the issue of organ smuggling in her 2008 book The Hunt. ICTY has always said it had not received any evidence to substantiate her claims, despite investigations by ICTY and UNMIK.

Kosovo elections repeated in 5 municipalities

The Kosovo Central Election Commission (CEC) announced that election results of 21 poll stations in 5 municipalities will be annulled due to irregularities during the elections December 12. The polls will be repeated January 9.

Interim results show that Hashim Thaci's Democratic Party of Kosovo won the most votes.

EU wants any evidence presented linking Kosovo PM to organ trafficking

EU High Representative for Foreign Affairs and Security Policy Catherine Ashton has urged investigator Dick Marty (Council of Europe) to present any evidence that would link Kosovo PM Hashim Thaci to a crime ring involved with organ trafficking.

EULEX deputy chief Andy Sparkes indicated he would study Marty's report on inhuman treatment of prisoners and organ trafficking.

Two Kosovo Albanians arrested charged with war crimes

EULEX and Kosovo police arrested two Kosovo Albanians near Prizren. They were accused of "intimidation and terror, displacement and movement of civilians" in the Orhahovac area, and cover the period between July 17-19, 1998, before the war in Kosovo.

iPhone shows no pictures in Windows Explorer

When I plugged in my iPhone it showed up as a camera in Windows Explorer. But there were no photos. Against better judgment, I started the Scanner and Camera Wizard (Start menu, All Programs, Accessories). This is just a shortcut pointing to wiaacmgr.exe -SelectDevice that will assist in the copying process. But of course, it too told me "There are currently no pictures on your camera." Oops.

Windows detected the iPhone alright but showed no photos.

Croatia's former premier Sanader arrested

Croatia's former premier Ivo Sanader was arrested in Austria on an international warrant after fleeing Croatia. Earlier, he was stripped of his immunity from prosecution. He is wanted for large-scale embezzlement.

Serbia selects inexperienced diplomat for Kosovo talks

The director of the Belgrade Center for Human Rights, Vojin Dimitrijevic, said that the choice of Borko Stefanovic from Serbia's foreign ministry to head the talks for Serbia with Kosovo made him believe the talks were not taken seriously. Stefanovic is a relatively low level, inexperienced diplomat.

Dimitrijevic said that for the talks to be successful Serbia would appoint “somebody who has authority and enough respect of the other side” as a head of the team who would push the negotiations.

EULEX: no deal to suspend any operation during Kosovo election campaign

The Pristina daily Zeri reported that EULEX made a promise not to arrest politicians suspected of crime and abuse of office. Elections are scheduled for December 12. The daily quoted a EULEX official as saying: "The suspicions of having committed crimes refer to certain high-ranking officials of several parties that are taking part in the pre-election campaign for early elections to be held on December 12."

However, a EULEX spokesperson said that they "had not made any deals with Kosovo authorities to suspend its operations until after the general elections".
